On October 27, 2023 at home in Cherry Hill, NJ after a brief illness.  Age 71 years.

Loving husband of 19 years to Claire H. Enten.  Beloved son of the late William R. and Margaret K. Carter, Sr.  Adored son-in-law of the late Sara K. Enten.  Devoted Dogfather to his pups, Rachel Sarah, Henry Nathan and Charlie Edna.  Dear brother of Margaret (the late Mark) Lacovara, Marianne (John) Warne, Jr., John (Donna) Carter, Edward Carter and the late Martha (Joseph) Shaw.  Cherished uncle of Jennifer (Craig), Mark (Debra), Jeffrey (Laura), Michelle (Dave), Meggan (Patrick), Johnny (Rachel), Joey (Marissa), Katie (Brian), Ashley (Shane), Maggie (Dan), Emily (Mike), Erin (Kevin), Joseph (Rebecca), Kyle (Rachel), Colin and Keenan.  Great uncle "Dollar Bill" to Grace, Ella, Emma, Logan, Zoe, Lucille, Madalyn, Sean, Sydney, Carter, Cora, Pippa, Wes, Marlee, Felicity, Grady, Lochlan, Maeve, Cecilia, Ford, Wade, Myla and Gavin.  Billy is also survived by many loving aunts, uncles, cousins, nieces, nephews and dear friends.

Billy was a 1970 graduate of Collingswood High School where he excelled in baseball and basketball.  He was a 37 year employee of the County of Camden and the State of N.J., retiring in 2010 as a Team Leader in the Family Court Division, Camden, NJ.  Billy was an avid golfer, fisherman, Philadelphia sports fan and loved Led Zeppelin.  Above all else, family was everything to Billy.
